HTML was originally designed to insure that blind people would also have access to the web information. You can also check the WWW Consortium for more information on the latest HTML standards. Look for information about image maps that contain text tags for each clickable area so they can be useable by the blind as well as the sighted. Check on the Web Accessibility Guidelines.
